Cisco Bug: CSCvu62698 - ciscoEnvMonSupplyState status issue when remove PS on C2960XR

Description (partial)

Symptom:
we use SNMP to polling ciscoEnvMonSupplyState for power status monitoring and there are 2 PS here.

Firstly, everything worked fine as below:

But after removed the PS1, we found when use the OID with entPhysicalIndex 1059, 
the snmpget failed and only "No Such Instance currently exists at this OID" return. And snmpwalk did not get a "5:notPresent" return

Conditions:
1. when use snmpget or snmpwalk to collect ciscoEnvMonSupplyState 
2. when remove one PS
