Cisco Bug: CSCvu62276 - tacacs-server CLI should not be accepted as it has been deprecated

Symptom: Currently on a Cat3k/9k switch running 16.12 release we are allowed to configure both old and new TACACS configuration and it prints that old command is deprecated however, it does not work and eventually locks you out of device.
