Description (partial)

Symptom:
Currently on a Cat3k/9k switch running 16.12 release we are allowed to configure both old and new TACACS configuration and it prints that old command is deprecated however, it does not work and eventually locks you out of device.

Conditions:
Cat9k/3k switch running AAA/ TACACS configuration and upgrading from 16.x to 16.12 release gets locked out from switch unless they migrate to newer TACACS server configuration which is mentioned in Cat3k/9k configuration guides.
