Symptom:
Unable to register Self Provisioning IVR associated CTI Route point

Conditions:
Goto ccmadmin - Device - CTI route point - Create a CTI RP
Create an application user and move the created cti rp to controlled device.
Go to User management - Self provisioning - Select the created CTI RP and application user - click save.

Now restart the self provisioning ivr and CTI manager services.

After the successful restart, CTI RP should go to register state.
It works fine in 11.5SU8 and 12.5Su3.
