Symptom:
9800:client scan report not showing in webui
It also causes the QoS page not to load properly

Conditions:
Build:BLD_V173_THROTTLE_LATEST_20200520_003605_V17_3_0_162

issue:
client scan report not showing in webui. Attached the screenshot and client detail.

Client is Iphone 11.
