Symptom:
ipv6_rib process crash after BGP withdraws a remote Prefix that conflicts with locally configures SRv6 Locator End SID

Conditions:
segment routing srv6 locator is configured and active.
BGP learns of a remote prefix that conflicts with the default/reserved End SID that is autogenerated for Locator.
BGP install the prefix before Locator is configured.
After Locator is configured and running, BGP withdraws the prefix.
