Description (partial)

Symptom:
When a supervisor switchover occurs, the DHCP snooping binding table gets transferred over from the active supervisor to the standby supervisor. However, this snooping binding table does not get written to the database agent.

Conditions:
Issue is seen on Cat4k's, Cat9k's in a dual-supervisor scenario after a sup switchover takes place.
