Description (partial)

Symptom:
A memory leak can occur in the I/O buffer pool, specifically the Middle buffers. An excessive Total buffer count, matching the Peak buffer count, will be seen, and will continue to increase until the router is reset:

Middle buffers, 600 bytes (total 8310, permanent 25, peak 8310 @ 00:00:05): <<<<<<<<
     23 in free list (10 min, 150 max allowed)
     489990 hits, 2796 misses, 104 trims, 8389 created
     0 failures (0 no memory)

Conditions:
Two conditions must be present for this issue to happen
1. CSCvt21259 fix should be present in the release (ofcourse without the current fix in release - CSCvu59071)
2. NHRP must have configured on Tunnel to get this issue.
