Description (partial)

Symptom:
The PNM RxMER data in the TFTP file is fixed length 4096 bytes.

Per the OSSI spec, the PNM RxMER TFTP output file should contain only active subcarriers.   Presently, the file is always a fixed length and contains inactive subcarriers.   These should be excluded.

7.3.2.5 RxMerData
This data type represents a sequence of received modulation error ratio (RxMER) values
for an upstream OFDMA channel at the CM. The data is expressed as a series of
RxMerDataValues - one RxMerDataValue for each subcarrier (active or excluded) from the
lowest-frequency active subcarrier to the highest-frequency active subcarrier with no
gaps.

Conditions:
Occurs when the PNM RxMER probe data is returned via the TFTP file transfer.
