Description (partial)

Symptom:
Customer needs configure users who perform debug CUSP. They must have access to check calls and check (read-only) configuration.

If next privileges are configured for user
- system.view
- system.debug
- services.manager
- cusp.readonlyconfiguration

user doesn't have access to "SIP Messages Log Search" page and cannot check SIP messages for any calls.
Only users who have "cusp.configuration" privilege can perform any operation on "SIP Messages Log Search" page.
Need to include access to "SIP Messages Log Search" page in "system.debug" option.
Users who perform debug need access to this page for check calls. And such users have not access to change CUSP configuration.
