Description (partial)

Symptom:
Tunnel-IP interface doesnt go down when the Source interface is shutdown or the IP address is removed from the source interface, with source of the tunnel is configured as IP address. 

Packets continue to get decapped/encapped even though the source interface is Down.

Conditions:
Tunnel-IP interface is configured with source as Ipv4 address as shown below.
