Description (partial)

Symptom:
ospf crashed at rcmd_lib_trace_frr

Conditions:
removing some ospf sessions (over PWHE). Hit a few times. But not 100% reproducible.
the issue is reproducible only in rare timing scenario, while SPF timer is already expired and waiting for the callback to be triggered and in between OSPF stop and free the SPF timer.
