Description (partial)

Issue with NTP - for example - time drift beyond 1000 ms or other NTP related issues which require a restart of the NTP daemon.  As of now, the NTP daemon is only exposed to configs for time-servers via CLI but there is no ability to start and/or stop the service via CLI.

Any issues requiring a restart of the NTP service require the user to reload the entire node OR contact TAC to be able to login to the linux shell for a NTP restart.
