Description (partial)

Symptom:
In case of ECMP anycast paths, second path is not getting calculated.

Conditions:
Flex algo is enabled with anycast addresses.

Occurrence of this issue depends on the sequence of events.

The second anycast prefix has to come up after the topology is stable, and route is calculated with one source.
EPL of the second source has to come before its Router LSA.
