Release-note

Symptom:
1) HW programming error(NoResrc) for mplsnh is observed at first on unshutting a SR policy even though encap resources are available. 

2) HW programming failures(internalErr) on subsequent shut/unshut of SR policies. The policy may not be programmed as we go out of resource for encap.

3)We may also observe traffic drop for prefixes that are already programmed in extension banks, as some regular encap objects may be deleted from extension banks on shutting/unshutting SR policies

Conditions:
1) Regular mplsnh entries are programmed in extension banks along with extended entries. This will only happen if all the other non accounting encap banks are in use. 
2) SR policy has to be more than 2 labels and enabled after 1st condition is  met. 
3) Certain sequence of shut/unshut of SR policies will trigger this
