Description (partial)

Symptom:
New LDAP Users and user groups  are not Syncing on Call manager

Conditions:
CUCM version 11.5 SU6  and should be seen in later releases as well where fix is not applied.
 
When trying to sync both user and user groups 
LDAP sync not happening because of DB memory leak.

the issue is related to fix applied for CSCva14234
