Cisco Bug: CSCvu54452 - RV345P: After upgrading 1.0.02.16 to 1.0.03.16 or .17 back up config then restore fails

Description (partial)

Symptom:
After a router is upgraded from fw 1.0.02.16 to 1.0.03.16 or .17, any backup config file generated with this later firmware afterward cannot be reloaded in it for some reason. This creates a situation where users will not be able to reload the config file into their router when a need comes following a technical issue for example.

Conditions:
The following are the steps:

(a). Upgrade a RV345P router to 1.0.02.16 and factory reset it.
(b). Set IP of router to 192.168.10.1 and connect to this IP (default un/pw:  cisco/cisco) *  important step otherwise next step doesn’t give ?completed? message
(c). Restore the attached config file:  RV345P_configuration_1.0.02.16.xml
(d). Login to router 192.168.10.1 using new un/pw:  arie / 134321aaff
(e). Save the running configuration to startup configuration
(f). Upgrade the router to 1.0.03.16 ? but DO NOT factory reset.
(g). Login to router 192.168.10.1 using un/pw:  arie / 134321aaff
(h). Make new backup config file, then try to restore the new backup config file = fails
 
You can also continue to test with the next firmware and the same issue…

(i). Upgrade the router to 1.0.03.17 ? DO NOT factory reset.
(j). Login to router 192.168.10.1 using un/pw:  arie / 134321aaff
(k). Make new backup config file, then try to restore the new backup config file = fails
