Description (partial)

Symptom:
Device IP SSH service getting disabled after multiple mode switches (Autonomous to Controller mode and vice versa). Issue happens only in controller mode, lacking the SSH server and host key will cause the SSH to be disabled. Issue happens in only public cloud and is specific to 17.2.1r IOS-XE release and exists in the 17.2 throttle

Conditions:
Device running in public cloud (AWS, Azure) and device mode switching had been invoked more than four consecutive times. Multiple mode switches have to be performed in order to run into this issue.
