Description (partial)

Symptom:
Issue observed during TMO UPFs upgrade activity.
Case 1:  Active UPF has SX peering and IP Chunk But Standby UPF doesn’t have SX peering but has IP Chunk checkpoints.
In this scenario, after performing pre-upgrade activates, current active UPF is reloaded first and standby UPF is reloaded after. During this procedure, we hit case of ACTIVE-ACTIVE state on current standby which leads to all further consequences.

Case2: Active UPF and Standby UPF both doesn’t have SX peering and IP Chunk.
In this scenario, after performing pre-upgrade activates, current standby UPF is reloaded first and active UPF is reloaded after. During this procedure, we hit case of ACTIVE-ACTIVE state on current standby which leads to all further consequences.

Conditions:
Reload Stanby UPF after Active UPF rebooted and stabilized
