Symptom:
After the chassis came back up, the number of sessmgrs were 570 instead of 576:

After first reload the below card/cpu had fewer sessmgr's than other cards

Conditions:
After upgrading from 21.15.33.75452 to 21.15.37.75871 only we are seeing fewer sessmgrs then expected.  After the chassis came back up, the number of sessmgrs were 570 instead of 576
