Description (partial)

Symptom:
Configuration of a Cisco 9800 series WLC through Netconf may fail with an error indicating the "redirect portal" command was refused, similar to the following:

<error-message xml__lang="en">inconsistent value: Device refused one or more commands</error-message>

and

  <bad-cli>
    <bad-command> redirect portal ipv4 172.16.0.20</bad-command>
    <error-location>10</error-location>
    <parser-context>parameter-map type webauth CORPORATE_NF_160d176c
 redirect portal ipv4 172.16.0.20</parser-context>
  </bad-cli>

If the WLC is configured by Cisco DNA Center, the symptom is a provisioning failure in the step "Deploying network intent", and the above error can be seen in the spf-device-manager-service logs.
