Description (partial)

Symptom:
Inbound call on ingress gateway fails to route when "Recovery Procedure" is triggered by the Survivability.tcl during downstream CVP/CCE application failure. 

Outside caller will hear dead-air once the call is picked up by the script and the call will remain active until hung-up by the outside party.

Conditions:
Survivability.tcl must be configured on the ingress router and call should experience failure on the CVP/CCE leg. 

The issue was introduced due to the fix of CSCvj58345 any containing the fix will experience the issue.
