Description (partial)

Symptom:
After APICs are downgraded to 3.x, leader for the domain starts processing older events from VC again. Depending on which events are processed, that could potentially result in outages. For instance, in AVE domains it is possible that AVE VMs get powered off unintentionally.

Conditions:
APIC software is downgraded from 4.x to 3.x long after it was upgraded.
