Description (partial)

Symptom:
When trying to execute a configuration commit on the Cisco 8000 router, the following symptoms may be seen:

a) log messages:
PKT_INFRA-GIRO-4-INTF_OPERATION_STALLED : A pending operation of type Interface Create has retried 5 times unsuccessfully on Unknown Interface ID 00000000 (last error: 'OFA' detected the 'warning' condition 'OFA NPD SDK': Invalid argument). This may indicate an attempt to configure beyond supported scale - if this is the case then remove the configuration and restart this process.

b) the rdsfs_svr process may be blocked on a line card:
