Symptom:
Creation of Phone Template via BAT fails in a specific scenario

Conditions:
1)Login to CCMAdmin.
2)Access the path Bulk Administration->Phones->Phone Template. While creating Cisco Webex Room Phone, use the template name same as the one used for other web page/component in Admin. Ex: ELIN Group name "test" and Phone Template name as "test" . Make sure all the mandatory fields are populated and Save functionality is attempted.
Add fails with valid reason .
Provide an unique name to Phone Template and click on Save button-
Phone Template Configuration page, complains of irrelevant CAPF Authentication Mode -non mandatory item given that CAPF Certification Operation set to "No Pending Operation" and further action is rendered useless
