Description (partial)

Symptom:
*VXLAM MCAST encapped BUM traffic dropped on transit spine node.

Conditions:
*Simplfied scenario: HOST1 ==> LEAF ==> SPINE ==> LEAF ==> HOST2   
*Spine EoR
*Confirmed on 7.0(3)I7(7) but other version could be impacted. 
*"feature nv overlay" configured on SPINE switches.
*VxLAN fabric with mcast replication for BUM traffic.
