Symptom:
EoGRE Flexconnect Local Switching Deployment!

1) When capwap tunnel is DOWN, AP moves to standalone mode. Eogre tunnel is still UP. Current clients stay connected to the AP, however new clients are not able to associate. 
2) If the COS Ap is rebooted (with capwap still down), wireless clients get an IP from the AP native VLAN. This should not be happening. NOTE: For IOS APs, new clients are not able to connect post AP reboot.

Conditions:
-2800 Ap joined to vWLC running 8.5.161.0 
-WLAN configured for wpa2/aes PSK and flexconnect local switching + EoGRE tunnel.
