Release-note

Symptom:
On a Distributed Chassis Packet Forwarder box, when break-out is configured for a port, LED glows for a different port too, where optics is not present.

Conditions:
Configure a 4x10GE break-out on port 18 using below CLI:
hw-module port-range 18 39 location 0/0/CPU0 mode 4x10

Un-shut the break-out ports that are created. The LED for port 39 glows even though there is no pluggable present.
