Description (partial)

Symptom:
Client switched virtual interfaces (SVIs) configured in a Cisco DNA Center Fabric-In-A-Box deployment may remain down if there are no client ports on the device.  This breaks some LISP functionalities in the Fabric-In-A-Box+edge scenario (for example, DHCP).

Conditions:
This was observed in a Cisco DNA Center Fabric-In-A-Box+edge deployment where there were no client ports on the border, only on the edge.
