Description (partial)

Symptom:
Clustering guide states that it needs to disband the cluster in order to change the IP address of a peer, however if this is an expressway-e with Dual Nic enabled, and the IP address belongs to the secondary NIC (not used on clustering), there's no need to disband the cluster

Conditions:
Changing the non cluster ip address of a expressway-e
