Description (partial)

When CUCM receives a 200OK with a curtailed SDP from jabber with no media lines for example:

o=Cisco-SIPUA 16929 1 IN IP4 x.x.x.x
s=SIP Call
t=0 0

This also causes MOH to be heart in different calls since CUCM is not able to properly close the MOH process

Phone 1 is enabled with MTP Req.check. After initial call establishment, session refresh timer timesout.
CUCM sends invite to phone1 and in response the above SDP will be received from phone1 in 200 OK.
