Symptom:
High CPU is seen on LINA when flow offload is enabled. It is observed that the amount of traffic through the device may be well within the limits; however, LINA CPU spikes as high as 90+ with a very small fraction of device connections made.

CPU looks to be consumed most by functions that are responsible for flow offload.

Conditions:
FIrePower Chassis with flow offload enabled (static and/or dynamic).
LINA CPU is high in spite of the cumulative traffic being within device limits.
