Description (partial)

Symptom:
In TC software, the ClientID cookie does not have the secure attribute set when accessing the codec via HTTPS. This may show up in security scan software.

Conditions:
It is expected behavior for the CLientID cookie to not have the secure attribute when accessing the codec via HTTP.
However, the ClientID cookie should have the secure attribute when accessing the codec via HTTPS. In this case, the ClientID cookie does not have the secure attribute set when accessing the codec over HTTPS.
