Description (partial)

dot1x timeout quiet-period:
If 802.1X fails and there are no failover mechanisms enabled (MAB, Web Authentication, AuthFail VLAN), the switch waits for a period of time known as the quiet-period. 

Can only see the switch sending back EAP:identity request post a failed dot1x attempt (access-reject from server) after the restart timer and  do not see the switch catering the configured quiet-period value.

Tested on cat 9k (9200 and 9300) with versions 16.9.5 and 16.10.1
