Symptom:
VIC Process continuously crashes & restarts on ASR9001-LC after deactivate Bng pie in Ironman

Conditions:
In 712 Image, while deactivate BNG pie on Ironman chassis could see VIC_1_0 process continuously crashes & restarts on ASR9001-LC.
