Release-note

Symptom:
High convergence in the orders of 3 - 7 seconds is observed with trigger physical-vlan or bundle-vlan shut on the remote side. These physical-vlan or bundle-vlan are part of the BGP PIC multipath primary paths.

Conditions:
1. Global ipv4 / ivp6 bgp scenario 
2. BGP PIC primary path has physical-vlan or bundle vlan. 
2. BFD session down triggering FRR
3. Static route is configured for the directly connected interfaces participating in the EBGP of the primary path
