Description (partial)

Symptom:
FIB retains backup path with a 4 mins timer by default, since BGP-PIC convergence does not guarantee fast primary path programming in the event of primary path unshut with the current architecture.

A traffic drop of greater than the convergence duration (i.e., 50 ms for interface peering and 1000 ms for loopback peering) is not observed.
However, in "show cef <prefix> detail", we will continue to see the backup path in the list of load distribution until 4 mins timer expires.

Conditions:
Shut protected path for BGP-PIC chain
