Description (partial)

Symptom:
A Critical alarm is generated when a L2 switchport interface on a cEdge goes operationally DOWN due to the host device at the other end of the link being shut down or disconnected. Documentation states that Critical alarms for interface state changes should only be generated when an interface becomes administratively DOWN. Interface state changes for coming administratively UP, or operationally UP or DOWN should generate Medium alarms.
