Description (partial)

Symptom:
'vppctl show bond' shows "0" active slaves, this should show '2'.

Our monitoring systems trigger an alarm when the interface goes down.

Conditions:
This issue seems to be happening to MANY servers over the course of 15-30 minutes. At least 3 have been observed, and at most 6 baremetal servers with the vpp docker container running on them are affected.
