Description (partial)

Symptom:
Supported re-login rate during HA event for PUSH v3 enabled devices

Conditions:
If we assume that we have 15K OVA and that: 
- 2K users registered to IM&P PUB are PUSH v3 enabled, 
- 5.5K users registered to IM&P PUB directly are not PUSH enabled, and
- 7.5K users registered to IM&P SUB directly and are not PUSH enabled,
then failover rate of 4 users/ sec, or lower is supported, in case of HA event.
For example, Client Re-Login Lower Limit should be set to 200, Client Re-Login Upper Limit 2075 should be set so that 7500/(2075-200)= 4 users/ sec re-login rate is achieved.
