Description (partial)

Symptom:
On ASR9k 4th and 5th generation Ethernet line cards, port buffer limit checks
and global buffer limit checks are skipped for packets subjected to WRED actions

This can lead to buffer starvation for other queues if WRED max thresholds are oversubscribed

Conditions:
The issue is specific to ASR9k 4th and 5th generation Ethernet line card variants

The issue is only applicable to queues which have WRED configured

The above conditions lead to an issue only when the said WRED configurations have oversubscribed thresholds
