Description (partial)

Post successful Refresh Upgrade to 12.5(1)SU2 VM does not have native vmware-tools installed. The last known vmware-tools version appears to be installed but NOT running.

Post Refresh Upgrade as part of System Boot up sequence, the system is supposed to fresh install the bundled (aka stock) vmware-tools version of 8384 (8.6.0) and in some cases even though the upgrade successfully completes vmware-tools is not installed.

This prevents the admin from switching to open vmtools via the command line 

utils vmtools switch open

If the system doesn't have a installed/running native vmware-tools, we get the following error

admin:utils vmtools switch open

This will uninstall the native VMware Tools and install the open-vm-tools.
The system will be rebooted automatically.
