Description (partial)

Symptom:
On C9800, SVI allows configuring multiple helper-addresses but only first 2 are used. However, all helper-addresses are visible under show run causing confusion to the end customer.

Conditions:
2+ DHCP Server deployment 
Using helper address on IOS-XE platform (tested with C9800) to point to these dhcp servers; multiple entries accepted but only first two used
