Description (partial)

Symptom:
NBR pause during meeting causes recording to be processed with legacy layout
Recording is not processed as video centric for sites that have option enabled as per article:
https://help.webex.com/en-us/d8o7deb/Video-Centric-Network-Based-MP4-Recordings-in-Webex-Meetings-and-Webex-Events

Conditions:
There are many different reason for no video centric: 

- Meeting type: Webex Meetings and Events
- Video centric option enabled and available at site admin
- Recording format output is mp4
- Meeting is CMR enabled
- Meeting supports VoIP
- Meetings does not use TSP audio architecture
- Pause time is not trimmed
