Symptom:
ICSR Standby instance come back as Active after reload.

Conditions:
The issue here is that new-active(NodeY) is sending a SRP-hello packet with monitor-fail flag set to 512:-

Priority        : 200
Dead Interval   : 3
Peer Address    : 0.0.0.0
Current State   : 1 (Active)
 Current Mode    : 2 (Backup)
 Tie Breaker     : 00-50-56-9A-35-30
Monitor Flags   : 512 <<<<<<< SX-Monitor failed
RtMod           : 9
 
Hence, the old-active(NodeX) takes the role of Active. This is due to a issue in the initialization of monitor-flags in SRP module
