Description (partial)

Symptom:
Throughput for existing flows may reduce, when new flows are added after reaching a high call-load with high cpu utilization during system test.

Conditions:
Issues is observed in ASR5500, when the chassis is heavily loaded with incoming flow rate, high throughput and high CPU utilisation > 70%, and further calls/flows are created.
