Symptom:
Delay in Alarm Forwarding for Flapping/Duplicating/Correlation Alarms

Conditions:
Steps:
a) Add a ASR9001 device to EPNM 
b) Add a Notification Receiver where all type of Alarms/Events are forwarded.
b) now create some Flapping/Duplicating/Correlation Alarms

Result:
---------
The Flapping/Duplicating/Correlation Alarms which are forwarded to Notification Receiver, has a older time stamp. 
it would have a time difference of 5mins(300 seconds) for LINK_DOWN Flapping  Alarms forwarded to also more than 10mins to 60 mins for correlation Alarm forwaded timestamp.


Expected :

The Flapping/Duplicating/Correlation Alarms which are forwarded to Notification Receiver should have no delay or older timestamp.
