Description (partial)

Symptom:
Post Upgrade to 4.2(3q) ,Event Manger coring/crashing continuously leading to diverged cluster.

Conditions:
Created event squelch policy to squelch an event raised on APIC node. That is, the parent MO that has the event is stored on APIC node DB, rather than on Switch node DB. During software upgrade, the event is raised and squelched, hitting a memory double-free bug in the EM event squelch code.
