Description (partial)

Symptom:
If CPU IOFPGA is running version 0.85 or above, and if MIFPGA is upgraded and the line card reloaded to activate MIFPGA. During the system boot up card-mgr FSM times out and trigger another line card reload.

This is just one time behaviour during the activation of MIFPGA. Subsequent line card reloads are all fine.

Conditions:
CPU IOFPGA should be running version 0.85 or above. Line card reloaded to activate a newly upgraded  MIFPGA.
