Cisco Bug: CSCvu35406 - PI 3.x - /var/log/messages fills up with "Failed to create /run/user: File exists"

Known Affected Releases
Symptom: Prime Infrastructure's /var/log/messages file may become filled with the message, "Failed to create /run/user: File exists." If left unchecked, when the /var partition becomes full, the operating system will halt. Access to the Prime Infrastructure WebUI may be blocked. In the Prime Infrastructure CARS app (CLI), the following warning will be present in the output of "show disks": prime/admin# show disks disk: 4% used (1365548 of 45225008) temp. space 1% used (3404 of 1983056) Internal filesystems: warning - /var is 100% used (3906124 of 3966144) Conditions: This behavior has been observed on Prime Infrastructure versions 3.7 and 3.8, but may be present in other versions. It has been observed in both virtual machines and physical appliances running Prime Infrastructure.
