Symptom:
eDRX Device is not sending RIR when UE becomes reachable 
Scenario:
• Attach with eDRX,
• Idle Mode
• Provision UE reachability event monitoring in ISDR
• When PTW starts, RIR not triggered

Conditions:
SCEF, MONTE to be configured in MME
